    Partnership between municipalities and the public for administration of urban greenery, by Eliška Vejchodská & Jiří Louda

    This article deals with the administration of urban greenery by means of partnership between municipal authorities and the public. Although still quite unique in the Czech Republic, this system for the maintenance of greenery is used ever more frequently abroad. Implemented in various forms, the system replaces the former centralized approach to decision-making on public greenery and its financing. All forms of partnership between municipalities and the public provide a variety of potential benefits for local communities. Besides an increased interest in the life of the municipality on the part of inhabitants and their immediate participation in activities that shape their surroundings, an important advantage is the higher quality of public space and potentially high savings on the cost of urban greenery.

    A planning study: success or failure? by Iveta Laštůvková

    This article describes a planning study for a developable area for housing, including problems related to decision-making by local building authorities in terms of its implementation. In the conclusion the author looks for answers to some questions that have featured in the study and influenced decisions taken in accordance with it. Based on practical experience, the article considers the usefulness of a planning study as set forth by §30 of the Building Act. A fundamental question is whether the current legislation is sufficient for the municipal building authorities to make meaningful decisions and for the achieving of acceptable building culture standards in practice.

    What can be expected from a planning study? What can be found between the lines of the Building Act? An editorial comment on Jana Laštůvková’s article A planning study: success or failure? by Martin Tunka

    The planning study is just one of several tools used in spatial planning. A special example of a planning study is one that conditions decisions on changes in an area delimited by a spatial plan. Its application begs various questions, some of which are mentioned in A planning study: success or failure? The experience of this specific case is a valuable foundation for a discussion on the possibilities, limitations and problems of so-called conditioning planning studies. The article briefly points out some consequences arising from related legislation.

  • DOPRAVNÍ (SILNIČNÍ) INFRASTRUKTURA V KONTEXTU REGIONÁLNÍHO PLÁNOVÁNÍ

    Transportation (road) infrastructure in the context of regional planning, by Milan Körner

    The article addresses several current problems concerning important road construction work. The development concept of the backbone road network lacks clear determination of priorities based on real links in the structure of settlements. The distribution of superior centres is more or less stable, but since 1990 spatial development has been differentiated, so allowing the varied potentials of regions to be addressed. The article refers to the history of Czech motorways and to construction work planned before the year 2020. Ongoing construction work in neighbouring states such as Austria and Bavaria, where deficiencies are usually rectified more effectively, are mentioned for comparison. The utilization of the superior road network, which is neglected by many projects, is also commented on. The objective of transportation is to provide the best possible connections between population centres. If its priorities are not clearly defined, the danger persists that the current trend will be prolonged. Although construction work has delivered certain improvements, it has not resulted in prompt elimination of the major linkage deficiencies in the structure of settlements.

    Findings of the judicial review of spatial planning documents, by Martin Tunka

    The judicial review of spatial planning documents has been developed. Prior to 2006, the Constitutional Court reviewed municipal ordinances through which municipalities and Regions announced spatial planning documents that were binding for spatial decision-making. However, reviewed regulations (mandatory spatial planning documents) used to be rare and legal protection from their consequences was more or less impossible to obtain.
