Deprived housing zones: A case study of the Region of Ústí nad Labem, by Věra Thea Zoubková
This study detects the current occurrence of locations in danger of social exclusion in the Region of Ústí nad Labem. The article presents a comparison of situations in all Districts of the Region and contributes to a deeper comprehension of the problem of deprived areas, their ownership structure and characteristics of buildings inhabited by socially-excluded population. The Region of Ústí nad Labem is a suitable territory for research into deprived housing zones, for the last national census in 2006 showed a higher number of socially-excluded locations there than in any other Region of the Czech Republic.
The post of Chief Architect and its integration in the structure of Czech public administration, by Kateřina Szentesiová
This article considers the post of Chief Architect from the viewpoint of his/her place in the structure of Czech public administration. It is based on the definition of the basic requirements of the Chief Architect’s employment that have ensued from professional discourse in recent years. The article compares two models of integration: either as an advisory body of self-administration or as a part of the state administration. Besides advantages and disadvantages of both models, the author expresses an opinion on how related essential problems can be solved. A first version of this article was presented at the conference of the Platform of Chief Architects, in association with the Petr Parléř Society, which took place in January 2014 at Litomyšl. Many of the ideas discussed there and in other places were presented in a document produced by the Czech Chamber of Architects entitled The Chief Architect, published on the Chamber’s website in September 2014.

In the last two years we have witnessed increased activity by architects who endeavour to instigate a public discussion on the role and legal position of Chief Architects under the current structure of public administration. These efforts are particularly visible in the activities of the Association for Urban and Regional Planning of the Czech Republic and events organized by the Petr Parléř Society. It is undoubtedly good that a debate on the position and prospects of Chief Architects has started and it will be interesting and useful to follow it in the future.

Interest in energy-saving forms of planning varies with the changing global price of petrol and fuels. Specialists in energetics suppose that dependence on non-renewable sources will last till the second half of this century. Nevertheless, transformation to full and sustainable use of local sources is inevitable. The dependence of national economies on remote and unreliable sources of energy is risky and difficult to defend. It should be decreased and gradually replaced by energy from local sources. Spatial planning plays an important role in this historically signifi cant process.
