    This contribution gives account on the elaboration of the Spatial Development Principles of the Region of Olomouc. Special attention is paid to the importance and application of the temporary provisions of the new Building Act during the elaboration of the Principles.

    The Spatial Development Principles of the Region of Plzeň, by Václav Treml

    The Region of Plzeň is one of the Regions which already have published their Principles of Spatial Development. These first Principles transform the updated parts of the master plans of large territorial units into a form required by the Building Act, specifying the priorities and requirements of spatial planning in the Region in view of sustainable development. Some of the principles are still to be enhanced in more detail, based on the results of the currently produced physical planning studies and other analytic documents.

    Based on the obligations prescribed by the new Building Act, the new physical planning documentation for the Region of Vysočina, namely the Spatial Development Principles, has recently been published. Both the positive and negative experience of the work on such document is presented in this article.

    The article describes the making of the first Spatial Development Principles of the Zlín Region. The authors put up some topical questions related to the experience of its elaboration, to be inevitably faced by the participants of physical planning activities at the level of Regions.

    The Prague Spatial Development Principles under Elaboration, by Alena Hořejší

    Same as other Regions, the capital of Prague, simultaneously a Municipality and a Region, is obliged to produce its Spatial Development Principles. Two kinds of physical planning documentation are currently being made for the same territory: the Principles and the master plan. The first task of those involved was to decide which features would be resolved by which document, and to what degree. The specific characteristics of the smallest of all Czech Regions bring about a rather different way of the elaboration of the Principles. The article describes the contents and the elaboration of the Spatial Development Principles of Prague.

    Comments worded by the procurer of the Spatial Development Principles of the Regions of Pardubice and Central Bohemia represent the basic characteristics of both regions in regard to their spatial positions and links within the Czech Republic, the territorial arrangement, the potential and dynamics of spatial development, transportation links, and the demographic development.

    Starting with some general comments on the analyses of sustainable development and the specific features of Central Bohemia, the article deals with the procedure, methodology and presentation of the results of the spatial development analysis of the Region. Diagrams documenting the process, cartograms showing the evaluation of results, and graphic appendices to the final analyses are added.

    Basic Concept and Content Orientation of the Spatial Development Principles and their Relation to the Policy of Spatial Development, by Milan Körner

    This contribution deals with the questions and relations between the national and regional levels of spatial development (Policy of Spatial Development, Spatial Development Principles). The relationship between both kinds of documents and the orientation of their concepts and contents is discussed, focusing on the most evident output of such documentation, namely the spatial arrangement and the corridors of infrastructure. Also mentioned are the links to strategic documents and other necessary perspectives in the making of both documents, especially the spatial analysis. Concludingly, the main problems of the Policy of Spatial Development and the Spatial Development Principles are summarized from the procurer’s viewpoint, and from that of the public, represented mainly by the regional and  municipal self-administration.

    As a member of the working team of several Spatial Development Principles, the author reflects on various problems of transportation infrastructure she has repeatedly been confronted with. Especially the relation between the Spatial Development Principles and the Policy of Spatial Development of the Czech Republic is discussed, with particular attention to the delimitation of areas and corridors of over-regional importance and the questions of the evaluation of planning options.

    Experience of the Elaboration of the Spatial Development Principles, by Petr Kalivoda

    The new 183/2006 Building Act has newly defined the concept of Spatial Development Principles, replacing the former system of master plans of large territorial units. The pendency of such document is especially difficult in relation to the Ministry for Regional Development which often disputes solutions offered by other decision-makers or those taken over from approved master plans of large territorial units. Such difficulty also applies to the evaluation of the impact of the Principles on the sustainable development of space, with the Ministry preferring the aspects of the environment and nature preservation to those economic and social.

    Sustainable Development in and beyond Physical Planning, by Libor Krajíček

    This article’s objective is to draw attention to some problems and risks of the generally pro-claimed and broadly accepted principle of “equilibrium” among the main components of sustainable development. Based on the enunciation of the prevailingly formal character of the documents of sustainable development (and their practical application too) the author ruminates on realistic possibilities of the enforcement of the sustainable development principles in the systems of democracy and market economy. Subsequently discussed are the legislative and methodological aspects of the evaluation of the impact of the Policy of Spatial Development and the physical planning documentation on the environment, economic development and cohesion of the community of inhabitants in the territory.

    Evaluating the Impact of the Spatial Development Principles: Experience Hitherto and Topics for Discussion, by Milan Svoboda

    The basic principle of the new legal adjustment of physical planning is the sustainability of the development of space. One part of the processes stipulated by the new Building Act and related regulations is the evaluation of the impacts of the physical planning documentation on the sustainable development of space. The present evaluation, consisting of five chapters, constitutes an integral part of the documentation of any Region’s Spatial Development Principles. This contribution points out some of the problematic points of the new legal adjustment, as identified during its practical application, and offers questions for a discussion about possible improvements of the system of evaluation.

    Evaluation of Sustainability of Physical Planning Documents in the UK and the Possibilities of Application under Czech Conditions, by Marie Machová, Jana Kortanová, Martin Smutný, Michal Musil and Jiří Dusík

    Britain is a country of a long tradition in the planning of the spatial development. Contrary to physical planning in the Czech Republic, rather strictly linked to specific activities of local relevance, British spatial planning remains closer to the socio-economic development concepts, taking into account the priorities and measures of little direct linkage, too. Moreover, the UK was one of the first countries to introduce the evaluation of the sustainability of prospective spatial concepts. In view of the current usage of this tool in the Czech Republic, it seems useful to summarize the experience of its use in Britain, outlining the possibilities of the application of the British approach in the Czech Republic.

Underlining some of the most important topics of the document, such as the system of strategic measures and the delimitation of the Region’s underdeveloped zones, the article comments on the experience of the process of elaboration, debate and approval over the document.

Some of the major problems of this new documentation are observed, as well as a different approach of the pilot Spatial Development Principles. The main objective of this information is to open a new discussion about a new important regional documentation and its links to
    nationwide concepts.
