    One of the important preconditions for efficient spatial development in rural areas is the sufficient transport infrastructure. It is not only necessary to invest into new development areas (such as for housing, industry, or various facilities) but into reconctructions and renewals too, such as after floods. To be aware of the average costs of the infrastructure should help the Municipalities decide about prospective projects and financing (budgets, credits, subsidies, and so forth). UPSD informed those involved as soon as in 2003 about Monitoring average costs of transport and technical infrastructure in rural towns, a task to support Municipal representatives which became one of the Institute of Spatial Development’s continuous activities. The infrastructure costs were first presented in Average Prices of Technical Infrastructure, a 1999 publication. Since 2001, on behalf of the Ministry for Regional Development, a team of researchers have been updating and publishing this manual on the Institute’s site www.uur.cz.

    This article presents a revitalization project for an area affected by lignite mining, in the Region of Carlsbad. The reduction of mining offers new development potential and chances for the conversion of economy in the area. The project suggests a transformation of the devastated territory into an attractive location of tourism, culture and business. The space should become an example of sensitively materialized landscape re-cultivation and revitalization around an artificial lake. The success or failure of the project can have a substantial impact on the future of the region and its inter-regional competitive strength.

    Following the social transformation after 1989, there were dramatic changes in the usage of space and the use of technical funds, including those of military areas. The Czech Ministry of Defence is continually evacuating the premises of the army, with 189 buildings to be abandoned before 2012, with small objects like air guards and radar stations around airfields and large premises like whole barracks and military airfields. However, the representatives of the Army often change their ideas about the evacuation of their immovable property, making the contemplations about the prospective use much more difficult. On the other hand, the use of some of the earlier evacuated premises, now mostly owned by the Municipalities, very much depends on the interests of businesses. And, such interests largely depend on the location of these premises and their positioning in the system of settlements. Obviously, there is more interest in former military buildings and zones in or around larger towns and cities, rather than in the country or any other location of difficult access. One of some very typical examples of the latter is the large barracks of Strašice, at the outskirts of the military area of Brdy.

    The former waterworks tower in the alluvium of the river Oder, dominating the ambient landscape and contrasting to the adjacent low buildings, has been successfully reconstructed, having a completely new social function now: that of a beautiful observatory and a new accomodation capacity.
