A privileged management of space has always been, still is, and will probably go on as a very tempting matter. Such a power would easily get rid of „bureaucratic complications“... It would admittedly be quite a dictatorship but, in its inner structure, a consistent one… However, the world of democracy is not very much in favour of privileges, but tries to harmonize contradictory interests in an area, before the final decision about „what-happens-to-the-ground“ is taken. This procedure needs some obligatory rules of argumentation. Physical planning, definitely, is such a system of argumentation rules. These arguments, in the proper sense of the word, must have their roots in unprivileged, generally available information. Do we possess means to access it?
